One of the most important functions performed by the Office of the National Health IT Coordinator (ONC) is to administer the ONC Health IT Certification Program (the Program). A critical aspect of the program is to ensure that certified health IT meets established requirements in order to give users confidence that health IT is operating in accordance with these requirements. Testing in controlled test environments has been a cornerstone of the program's processes, but it is also important to assess the performance of systems in the field, much as drug development assesses both laboratory and real-world efficiency.

To that end, the 21st Century Cures Act required ONC to include real-world testing as a condition of certification in the program, which ONC implemented as part of the final rule. of the Cure Act. The program's real-world testing processes require certified healthcare informatics developers to demonstrate the interoperability and functionality of their products in real-world environments. December 15, 2021 was the deadline for Certified Health IT Developers to submit their first real-world test plans that will measure performance in 2022. ONC has worked closely with ONC-authorized certification bodies (ONC-ACB) and the developer community throughout 2021, and we thank our industry partners for their commitment to meeting performance goals in the real world at the point of service, where it matters most. While the program has passed its first stage of real-world testing and is off to a great start, the work has only just begun! By March 15, 2023, the results of these 2022 performance test plans will be published on the CHPL, providing the market with the first comprehensive view of actual certified health IT performance.

Health IT is dynamic and constantly changing, so real-world testing will be an ongoing annual process in order to keep pace. By December 15 of each year, certified health informatics developers will be required to submit updated plans for testing in the upcoming calendar year, with results made publicly available by March 15 of the year.
